Following a U.S. government policy mandating that agencies take full advantage of cloud computing benefits, moving to the cloud is “front and center” for the U.S. Department of Defense. As part of DOD’s cloud-readiness strategy, HP successfully migrated a mission-critical, web-enabled application to the cloud for the U.S. Army. Our cloud strategy is based on a three-phased approach: advise, transform, and manage. We call it our three-legged stool.
Despite the fanfare, federal agencies have been slow to adopt cloud. As members of the American Council for Technology (ACT) - Industry Advisory Council (IAC) Cloud Computing Working Group, we were part of an initiative to investigate this issue. We started by surveying government and industry leaders, and discovered that the biggest roadblock to cloud adoption was security, followed by the acquisition process itself.
