Abstract Traffic interactions between vehicles and pedestrians are inherently uncertain due to the dynamic nature of the interaction partners’ behavior. Resolutions require mutual understanding of the situation and each other’s intention, typically achieved through explicit and implicit communication. Assistance systems with internal or external HMIs can reduce uncertainty for drivers or pedestrians, but joint resolution requires combining both types with reasoning mechanisms to coordinate them.
HÖGSTA förvaltningsdomstolen (HFD) prövar om registreringarna av nyckelbiotoper är överklagbara beslut. Domstolen konstaterar att det fanns kriterier uppställda för vilka naturvärden som skulle utgöra en nyckelbiotop. Vidare slår HFD fast att skogsbruksåtgärder inom ett område med nyckelbiotoper medför samrådsskyldighet enligt 12 kap. 6 § miljöbalken. Domstolen anser att registreringarna därmed hade en handlingsdirigerande effekt för skogsmarksägarna, vilket innebär att de är förvaltningsbeslut.
