1 Introduction The transition to a circular economy (CE) requires collaboration among heterogeneous actors who must coordinate resource flows, share knowledge, and align sustainability objectives to create circular value (Aryee et al. 2025; Castillo-Ospina et al. 2025; Gomes et al. 2021; Kanda et al. 2021; Kuhlmann et al. 2023). This differs fundamentally from linear economic models.
