Canada: the timetable for allergen labelling
The Cosmetic Regulations were amended in April 2024 o, among other things, strengthen labelling requirements that will support consumers in identifying fragrance ingredients that they may be allergic to, sensitive to, or wish to avoid. The provisions related to the disclosure of the first set of 24 fragrance allergens on cosmetic product labels (new or existing) were provided a two-year transition period, and will come into force on April 12, 2026.

The 4th European CMR Regulation notified to the WTO
The European Union transmitted to the WTO a draft Regulation aimed at banning or regulating substances classified as CMR by Regulation 2020/1182 (15th ATP to CLP), published in August 2020. On the programme: 23 new entries in Annex II (prohibited substances) of Cosmetics Regulation 1223/2009, including Zinc Pyrithione which is therefore deleted from Annexes III (restricted substances) and V (preservatives).

Health Canada consultation on allergen labelling
On July 16, 2021, Health Canada opened a public consultation on a proposed amendment to the Canadian Cosmetic Regulations. It is mainly about the principle of mandatory labelling of specific allergens, currently referred to by the generic term “fragrance”. This consultation is open until August 30, 2021.
