Biden’s Plan to Revitalize Rural America - Commentary
As part of his campaign for the Democratic nomination for the coming 2020 presidential campaign which will, in all likelihood, pit the winner against the incumbent Republican, Donald Trump, Joe Biden has issued “The Biden Plan for Rural America.” Unlike two of his competitors for the nomination, Warren and Sanders, Biden does not address commodity policy and the current six-year period of low prices.
Rice Market: Futures Jump on Bullish WASDE

Futures gained against last week for the second consecutive week on information released in this month’s WASDE report. Given the bullish revisions in the September WASDE report, the jump in futures pricing didn’t surprise anyone. The USDA lowered the 2019/20 carry in by 1 million cwts and cut 22 million cwts from their previous production estimates.
WASDE Cotton: Lower U.S. Beginning Stocks, Exports, Consumption

Beginning stocks are reduced 400,000 bales this month, reflecting 2018/19 reported ending stocks data from the Farm Service Agency and the NASS Cotton System Consumption and Stocks report.
WASDE Oilseeds: U.S. Soybean Yield Forecast Reduced
U.S. oilseed production for 2019/20 is projected at 110.2 million tons, down 1.3 million from last month with lower soybean and cottonseed production partly offset by a higher peanut forecast. Soybean supplies are reduced 2 percent on lower production and beginning stocks.

Rice harvest. ©Debra L Ferguson Stock Photography The outlook for 2019/20 U.S. rice this month is for much lower supplies, reduced domestic use and exports, and lower ending stocks. The August 23 NASS Rice Stocks report indicated lower 2018/19 ending stocks than previously estimated, thereby reducing 2019/20 beginning stocks by 5.7 million cwt. In the September Crop Production report, NASS reduced the 2019/20 crop by 18.1 million cwt to 187.3 million on lower harvested area and yields.
EPA Announces Waters of the U.S. Rule Repeal
Today, the Environmental Protection Agency announced long-awaited plans to repeal the Obama-era Waters of the United States rule that extended federal authority and protections to streams and wetlands through the Clean Water Act. This rollback is the first in a two-step process to contain the reach of the Clean Water Act.
Pennsylvania Soybeans: Minimize Harvest Loss, Maximize Cost per Bushel
Soybean harvest. Photo: Iowa State University Editor’s Note: For accompanying tables see the original article at the Source URL at the bottom of the page. Over the last several years of working with what I consider the top soybean producers in Lebanon County I have learned the importance of timely harvest of soybeans. This week I noticed late group 2 beans were approaching harvest moisture. It has been my experience that once 95% of the pods turn brown, about a week later it is time to combine.
Wheat Blast: Another Challenge for Keeping Ahead of This Disease

WASDE Wheat: Offsetting By-Class Export Changes
Photo: Texas AgriLife Extension The 2019/20 U.S. wheat supply and demand outlook is unchanged this month but there were offsetting by-class changes for wheat exports. The projected season-average farm price is $4.80 per bushel, down $0.20 on NASS monthly prices reported to date and expectations for cash and futures prices for the remainder of the marketing year (MY).
WASDE Coarse Grains: Reduced U.S. Production, Ethanol Usage
Photo: Kansas State University This month’s 2019/20 U.S. corn outlook is for reduced production, lower corn used for ethanol, and slightly higher ending stocks. Corn production is forecast at 13.799 billion bushels, down 102 million from last month on a lower yield forecast. Corn supplies are down from last month, as a smaller crop more than offsets larger beginning stocks due to lower estimated exports and corn used for ethanol for 2018/19.
