1 INTRODUCTION Australia ranks fourth highest among importers of weapons (Stockholm International Peace Research Institute, 2020), Australia spent $31.8 billion in military expenditure in 2021 (Stockholm International Peace Research Institute, 2022). The Australian Department of Defence relies heavily on hybrid arrangements whereby the Department of Defence acquires most of the critical capability and materiel1 by purchasing them from the global prime contractors (primes).
