Before September 11, the U.S. government possessed pockets of expertise on al-Qaeda and jihadist movements, but they were poorly integrated and rarely prioritized. The attacks transformed that situation.

Abstract A quarter century after al-Qaeda’s 9/11 attacks, the global jihadi movement looks very different today than it did then. It is also operating in a very different international environment, with great power competition as the preeminent lens through which security is framed. Therefore, even if the movement’s various iterations and competing groups remain active in different parts of the world, they no longer command the national security establishment’s focus.

A provision in the U.S. Senate’s Fiscal Year 2027 National Defense Authorization Act would condition American support for Syria’s transitional government on its progress in disarming the foreign fighters and jihadis who remain inside the country.
