1 Introduction “Squaring the Circle: Policies from Europe's CE Transition” (World Bank 2022) was The World Bank's first comprehensive report on the Circular Economy (CE) in the European Union (EU). The report states that EU countries lead the world in promoting the transition towards CE, having made it a central focus of their growth strategy in an ambitious policy reform. However, the transition to full CE requires urgent and comprehensive action from all sections of society.
