Depending on context, use of public opinion data that are not differentiated by geography may suggest homogenous levels of policy support and engagement despite much heterogeneity. Including or excluding people who ‘did not know’ or did not answer has effects on interpretations of levels of public knowledge, engagement and support for preferred actions and removal of criminal penalties in and between different areas.
