Moses Abraham Foltz founded the Public Opinion newspaper in 1869 and served as its sole owner and editor for 30 years. In addition to his work in journalism, Foltz was a firefighter, a state legislator, and the postmaster of Chambersburg. As a legislator, Foltz was instrumental in the passage of a bill to create the Pennsylvania Soldiers Orphans Industrial School. Foltz was a devout community member, active in his church, and a founding member of the Kittochtinny Historical Society.
