In its recently adjourned session, the General Assembly passed two major bills regarding special education. Although the Governor has not yet signed these bills, we wanted to provide a brief and non-exhaustive overview of the bills’ most important provisions that would impact special education in Connecticut.

In its 2024 regular and special sessions, the General Assembly made a number of changes to the statutes that affect public education in Connecticut. This summary provides a brief overview of some of the more significant changes. Unless otherwise noted, these statutory changes are effective July 1, 2024 or upon passage. Last year, the General Assembly enacted several pieces of legislation that require school districts to provide parents of students receiving special education services with certain resources created by the Connecticut State Department of Education (SDE).
