ABSTRACT This article explores how democratically elected mayors can achieve mission-oriented policies in turbulent times. Drawing on 132 interviews with decision-makers in England, it uses the case of healthy urban development to explore the role of elected mayors in mission delivery. Findings show that mayors can be figureheads for a place, work directly towards national missions, implement cross-cutting programmes, convene partnerships, and lead local innovations with new evidence and data.

1 INTRODUCTION: NAVIGATING DIFFERENCES IN A CODING MEETING We are in week seven of our team coding, and an hour and half into the three hour online weekly meeting. During the weekly merging of team analysis files several new codes have been added. They are introduced and explained during the call by the proposer who explains why they are wanting to use it and what the code will cover.

Abstract The aim of this article is to explore the types of health evidence that diverse actors find most persuasive in a complex policy system. The impact of evidence depends on many factors, including how it is presented and translated to audiences. If diverse actors are to address complex health challenges collectively, it helps if they can draw on evidence that is accessible and meaningful to all.
