California voters will decide in November whether to approve a measure that would make it significantly harder to hike local taxes through the ballot box. If passed, this would require certain local taxes to win support from two-thirds of voters instead of the current threshold of a simple majority, making it more difficult for cities, counties and other local agencies to raise money. Unlike many states, California requires voters to approve many local tax increases.
