The project may eventually cost over £400 million. Scotland has one of the highest rates of imprisonment in Western Europe, with a quarter of prisoners on remand (meaning that they haven’t been tried yet). Meanwhile, there have been 350 deaths in prisons between 2012 and 2022, with suicide rates rising by 42 per cent.
