I prefer pitches via email in the early morning (between 6am and 9am). I sometimes respond if I'm not going to cover the story you pitch me. If emailing, my ideal email length is 2–3 paragraphs and limited follow-up emails are ok. I never check newswires for new story ideas. If you're pitching me, for about 95% of you, the best way to do so is by email. If it's an urgent/breaking story and you're giving me an exclusive, feel free to call or text.
