“First they destroyed our farmland. Then they demolished our homes. Now they are trying to take away our voting rights,” said 74-year-old Sheela Devi, as she stood in front of her jhuggi underneath a bridge near Delhi’s Raj Ghat. The ‘they’ she referred to comprises the Delhi Development Authority (DDA) and the state Election Commission. She was one of the over 47 lakh voters left out of Delhi’s draft SIR roll.

Delhi recorded the highest exclusion in the Special Intensive Revision taking place across India, as the draft electoral roll dropped over a third of the registered voters on Monday. So far, 47.5 lakh voters have been excluded. One district in the National Capital Territory stands out for exclusions: South East Delhi. The district, which saw the highest rate of exclusion at 43.6%, houses a significant Muslim population as well as several low-income neighborhoods of migrant workers.

I’ll return early,” 19-year-old Sahil Lohchab had said before leaving home to join a student protest, his maternal uncle Ajay recalled. Instead, Sahil ended up with pellet wounds on his right eye, face, and body near the protest site in Delhi. He now faces the bleak possibility of losing vision in the affected eye.
