Nepal’s Latest Disaster Signals a Need to Redesign Monitoring and Early Warning Systems

Transboundary Glacial Floods on the China-Nepal Border • Stimson Center
Early in the morning on July 8th, a torrential transboundary flood wave surged down the Lhende River in China, crossed the Nepal-China border at Rasuwaghadi, and flowed into Nepal via the the Upper Trishuli River. The torrent flowed right through the heart of Thame, destroying twenty-five homes and guesthouses, a school, a health post, a local hydropower project, and a major bridge downstream.
When preparing for climate disasters, integrate local knowledge
When UN Secretary General António Guterres introduced the organisation’s Early Warnings for All (EW4All) action plan in 2022, he added that: “Those who have contributed least to the climate crisis are the most at risk and the least protected.” In the Himalayan region, increased climatic volatility and the corresponding destabilisation of the cryosphere – the frozen world above, which includes glaciers and permafrost – is creating new disaster risks and vulnerability.

“They only thought about taking the foreigners out,” said Lhakpa Jangba, a resident of Kyangjin Gompa in the Langtang Valley of Rasuwa District—one of the hardest hit areas. “We were nothing.
