Unpacking the Quality Debate India’s educational discourse has increasingly shifted from an input-based framework to an outcome-oriented paradigm. Within this reorientation, school mergers and closures have emerged as a key policy initiative aimed at rationalising resources and improving learning outcomes. However, this generates a critical tension between the constitutional emphasis on accessible neighbourhood schooling and the pursuit of standardised quality benchmarks.

Introduction There is a widespread view among many scholars that the best way to judge a nation’s development is to find out the position of women and minorities in that country. Minorities are defined by comparative sociologists as a group of people ‘differentiated from others in the same society by race, nationality, religion or language who both think of themselves as a differentiated group and are thought of by others as a differentiated group with negative connotations’.
