The responsiveness and recovery time scale is next, which is the ability of an enterprise to recover from a cyber-attack quickly. More specifically, this ability is mostly (if not always) correlated with the quality of absorption measures. The higher the absorption ability, the faster a business can adapt to recovering from a cyber-attack.

The enterprise world is primarily profit-driven, and more so in the private sector. The ‘elitist’ board and upper management (i.e., the big corporate men) are the greedy, myopically visionary bunch who control how capital is going to flow from investors/consumers into an enterprise. They often create business thought monopolies wherein product innovation rules and drives the day-to-day operations of a digitally driven company.

ICSs are littered with legacy systems: Infrastructure upgrades are often delayed due to the high operational costs and the immediate and wide-reaching impacts of downtime, forcing organisations to weigh the immediate opportunity cost of disruptions against the long-term risk of unpatched vulnerabilities.
