Federal auditors say the Maryland Office of the Public Defender spent a $622,883 grant on a juvenile mental-health initiative without maintaining a partnership required by the program — a problem that went undetected through years of oversight by the U.S. Department of Justice. The Justice Department's inspector general is now questioning every dollar spent on the five-year project, saying the public defender's office could not adequately document what the program accomplished.
