Today, violence has risen in places from which law enforcement has retreated, and there is distrust between communities and those sworn to protect them. Public safety is a core function of government that requires practical, proven and effective approaches. First, it would establish incentives for eligible prison inmates — who will eventually be released back into their communities — to participate and complete rehabilitation programs such as education and job training.
