As the founder and principal of Carol Butler and Associates, she oversees consulting efforts for Democratic campaigns and progressive organizations. Her work focuses on campaign planning, strategic messaging, budgeting, and organizational development. Over the years, she has participated in races involving the U.S. Senate, the U.S. House of Representatives, gubernatorial contests, presidential campaigns, and statewide ballot measures.
Carol Butler McCormack’s professional journey in politics began while she was still a college student. During that period, she completed an internship with Texas Congressman Martin Frost in Washington, D.C. The experience introduced her to congressional operations and public service. Following the internship, she accepted a position within Frost’s office, allowing her to gain practical knowledge of legislative work and the responsibilities associated with federal government operations.
McCormack took her first step into presidential campaign politics in 1988. She joined Dick Gephardt’s Iowa campaign headquarters and worked as a surrogate scheduler during the presidential race. This position exposed her to the pace and organization required in national political campaigns and helped shape her understanding of campaign logistics and voter outreach.
Throughout the 1990s and early 2000s, Carol expanded her experience through a variety of campaign leadership roles. She worked in states including Michigan, Oregon, Arkansas, and Texas, contributing to field programs, fundraising operations, and campaign strategy. One of the defining achievements of this period came in 2000 when she managed Debbie Stabenow’s U.S. Senate campaign. The successful election demonstrated her ability to lead a statewide effort and strengthened her standing among Democratic campaign professionals.
Carol McCormack also became closely associated with Oregon politics through her involvement in Senator Ron Wyden’s campaigns. Beginning with his 1998 reelection effort, she supported Democratic campaign operations through subsequent election cycles. Her campaign background also includes work on Barack Obama’s 2008 presidential campaign and participation in Senate races involving Ron Kirk in Texas and Bill Halter in Arkansas.
In 2006, McCormack established Carol Butler and Associates in Portland. The consulting firm was created to provide strategic support to Democratic candidates, ballot-measure campaigns, and progressive advocacy groups. Through the firm, she has guided campaigns on matters involving communication strategy, opposition research, budget oversight, and operational planning. Its clients have included campaigns at nearly every level of government.
Carol became especially active in Oregon ballot measures and campaign strategy after launching her firm. A notable example was her role as campaign manager in the successful effort to defeat Oregon’s Measure 43 in 2006. The campaign required extensive statewide outreach and cooperation among organizations focused on reproductive rights and privacy issues. She later served as a senior strategist for Suzanne Bonamici during her 2012 special election victory and continued working on later campaigns. In 2014, she also participated in efforts opposing privatization proposals involving the Portland Water Bureau.
Carol Butler McCormack served in a senior consulting and campaign leadership capacity during Nicholas Kristof’s 2021 Oregon gubernatorial campaign. Because Kristof was widely known as a journalist and public commentator, the campaign attracted national attention. Her responsibilities included strategic planning and coordination throughout the statewide race.
Beyond campaign consulting, McCormack has remained involved in civic and political activities. Together with her partner, Win McCormack, she has hosted political events and fundraising gatherings featuring Democratic leaders such as Joe Biden, Jill Biden, Hillary Clinton, and Nancy Pelosi.
