1 Introduction Industrial policies are meant to change a country's economic structure in a way that is considered desirable by the policymakers. Many industrial policies, such as those promoting domestic innovation or domestic manufacturing capabilities, are meant to raise the share of domestic value added (DVA) in the total production. In comparison, some trade liberalisation measures, such as a reduction in the import barriers on foreign inputs, could reduce the DVA share.
