Dr. Luca is an economist with expertise in applying quantitative analyses to competition, litigation, and regulatory issues. He has performed analyses for horizontal and vertical mergers (including Canal+/OCS, CMA CGM/Bolloré Logistics, Worldline/Ingenico), RPM, litigations and cartel cases, and matters involving state aid, block exemption regulations, and abuse of dominant position.
