The family of a 17-year-old found dead in a car that was locked in the city's tow lot three years ago is suing the City of Milwaukee in federal court. William Sulton, a lawyer for the estate of James Edward Stokes Jr., filed a complaint against the city in federal court in Milwaukee on June 5, online court records show. Stokes' family is seeking compensatory and punitive damages in Stokes' June 2023 death, which they contend in the complaint was preventable.
