NY Tenancy Ruling Is A Win For Commercial Landlords
Law360 (August 10, 2020, 6:13 PM EDT) -- In 2019, Gov. Andrew Cuomo signed into law far-reaching reform for New York's housing regulatory landscape. Since then, the Housing Stability and Tenant Protection Act, or HSTPA, has created confusion for landlords. Any landlord-tenant practitioner can attest that the settlement rate for cases in housing court leaves few cases left for courts to issue opinions — leading to almost no case law.

Chris Bailey’s forecast: Steamy temps set to return
WKYT Chief Meteorologist Chris Bailey. Pablo Alcala 2015 staff file photo It’s Election Day in the bluegrass state and our weather is making everyone a winner. This nice air is about to go bye-bye in a hurry as steamy temps push back in. That action looks to carry us right on through our Memorial Day Weekend. Our Election Day features a mix of sun and clouds with temps generally in the 70s. A few low 80s will show up for southern and southeastern Kentucky as the warmer air begins to return.

Chris Bailey’s forecast: Big boomers ahead
WKYT Chief Meteorologist Chris Bailey. Pablo Alcala 2015 staff file photo We have a very warm day taking shape, but spring thunderstorms are about to take over. These boomers may be strong or severe as we head into Sunday and Monday. Temps out there today rebound into the 70s with a mix of sun and clouds. Winds will be a little gusty, but this is a pretty nice day for the entire region. A storm system rumbles our way over the next few days and will bring rounds of showers and thunderstorms.
Chris Bailey’s forecast: The weekend starts on a great note
Our weekend is off and running on a great note with blue skies and milder temps taking over. The second half of the weekend will find things going downhill as showers work into the region. Temps today start in the frigid 20s and end in the 50s for many, with 60s in the west and south. Soak. It. Up. Clouds will roll in here on Sunday as showers develop in the west and roll east. Read more on Chris Bailey's Kentucky Weather blog.
Chris Bailey’s forecast: A weak system drops in Wednesday night
It’s another very nice looking day in the bluegrass state, but a little bit of ugly is on the way. That comes in the form of a mid-week cold front sweeping into the region from the northwest. Before that arrives, our weather continues to look very good. Highs today are back into the low and middle 50s with a mix of sun and clouds. A bit of a breeze will make it feel chillier than that. Wednesday could see temps make a run at 60 with clouds and wind on the increase.
Chris Bailey’s forecast: A typical mid-March forecast
We are coming off a seasonally chilly and very nice weather weekend across the Commonwealth. This nice weather looks to hang around for a few more days before things start to get active again. Highs on this Monday will generally range from the upper 40s to low 50s in much of the region as skies stay partly sunny. We are back into the middle 50s by Tuesday and could make a run at 60 on Wednesday as winds gust up.
Chris Bailey’s forecast: Blue for St. Patrick’s Day
Good Sunday and Happy Saint Patrick’s Day. Green is normally the color of the day, but it’s a big blue sky taking center stage. This makes for a really nice final day of the weekend, with a mainly calm week ahead of us. Highs today are in the 50s as winds gust up. Those gusty winds are ahead of a cold front dropping in here tonight. That front may bring isolated showers to central and eastern Kentucky. Monday’s weather looks chilly with temps back down into the 40s for highs.
Chris Bailey’s forecast: A quiet weekend continues
Our calm weather pattern is rolling through the weekend, but the temps could use some work. Things are pretty chilly across the land and this colder than normal air continues into next week. Temperatures today are generally in the upper 40s to low 50s with a partly to mostly sunny sky. Sunday is another nice day, but winds and clouds will be on the increase as the day wears on. Temps may hit 50 in most areas, especially in the south.
Appellate court opinions can lead some to do double take
Trial practitioners often refer — in tongue-and-cheek fashion — to the appellate court as the “common enemy.” Those same practitioners politely, however assuredly, hold appellate lawyers in the same regard.Although this is clearly professional banter for laughs, such as all good jokes, it sprouts from a kernel of truth. The “truth” being that there can too often be a disconnect between the …
Chris Bailey’s forecast: Temps continue to climb
We are actually putting together a string of nice weather days across central and eastern Kentucky. As the weather stays nice for another day or two, our temps are climbing toward a full blown case of spring fever. Unfortunately, this won’t last because colder air is on the move and returns before the week is over. In the short-term, temps today will be in the 50s with a mix of sun and clouds.
Chris Bailey’s forecast: Big changes later this week
We are coming off a very windy weekend here in the bluegrass state, but that wind is what March is famous for. As we roll through the week ahead, we have some big changes on the weather menu. That’s another thing March is famous for. Let’s begin with today and roll forward. Skies will be partly sunny with temps in the normal 50s. A similar setup will be noted for Tuesday as find ourselves in the middle of a rare nice stretch of weather.

Chris Bailey’s forecast: Much better weather blows in
We have a calmer weather pattern settling back into the region, but this won’t last beyond the middle of the week. Another active pattern is on the way and it will eventually bring the return of some more winter. Let’s begin with today and roll forward. Highs will be in the 50s for many as winds continue to crank. Dry weather should make for a really nice end to your weekend. The dry weather sticks around into Monday and Tuesday as temps take a little dip.

Chris Bailey’s forecast: Tracking high winds and strong storms
One day after snow shut down schools, we are tracking the potential for strong to severe storms and high winds. This is basically the month of March just showing off. A potent storm system is rolling from the plains into the Great Lakes, bringing mild and unstable air into the region. This is resulting in rounds of showers and thunderstorms going up through tonight. Some of these storms may be strong or severe with damaging winds, large hail and a tornado or two.
Chris Bailey’s forecast: A light snow maker before a warm up
It’s another MUCH colder than normal weather day across the bluegrass state, but changes are showing up later in the week. Those changes include everything from the chance for snow to thunderstorms. Basically, it’s typical March weather in Kentucky. Temps today are around 10 degrees to start things out, but will rebound into the upper 20s and low 30s for most areas. Winds will continue to make it feel a little colder.
Chris Bailey’s forecast: Arctic air to late week changes
It’s another arctic cold weather day across the Commonwealth and this looks to hold on for a few more days before changes sweep in. Those changes mean a lot of wind, milder temps and some weekend thunderstorms. Let’s begin with the frigid numbers out there today. Highs are back in the 20s, but wind chills are only in the teens. A northwest wind will bring a weak disturbance in here, possibly bringing a few flakes along for the ride. Read more on Chris Bailey's Kentucky Weather blog.
Chris Bailey’s forecast: A frigid start to the week
It’s a cold pattern controlling our weather through much of the week, but things may turn active again by the end of the week. That could mean more winter weather and the potential for thunderstorms. Temps stay in the 20s on Monday, some 20-25 degrees colder than normal. Lows tomorrow by Tuesday morning will be in the 10-15 degree range, with a few single digits possible. Read more on Chris Bailey's Kentucky Weather blog.
Chris Bailey’s forecast: A taste of winter moves through
Our winter weather maker is pushing across the state, but thunderstorms in the deep south are zapping a lot of the moisture from it. That means a pretty light event in our part of the world. A Winter Weather Advisory is out for parts of the region through tonight. The best chance for winter weather comes this afternoon and early evening. Light accumulations of snow show up, with streaks of overachieving snow and streaks of “that’s it?”.
Chris Bailey’s forecast: Winter weather possible.
Much colder air continues to filter into the region today and this is a sign of things to come. The air grows even colder by the weekend and gets absolutely frigid into next week. A weak system rolls across the state later today, producing some chilly showers. There’s even the chance for a mix across the north this evening. We have a cold front working in here by late Friday into early Saturday.
Chris Bailey’s forecast: Flooding rains push away
Even as the heavy rain moves to our east, we continue deal with quite a bit of flooding issues in many areas of central and eastern Kentucky. It’s likely to take a few days before our waterways get closer to normal. Major flooding issues are ongoing across parts of central and eastern Kentucky early today. Today continues with very gusty winds that may reach 40mph or greater at times. This is a colder wind coming in from the northwest, giving us temps in the 40s for highs.
Chris Bailey’s forecast: Another big storm on the way
We are dealing with a mainly dry day, but the next system is ready to roll into Kentucky over the next few days. This is going to bring a lot of ugly weather in here and could cause big issues in terms of flooding. Dry air moves in today, but the next round of rain arrives in the south and southeast tonight into Friday morning. That will bring a renewed threat for high water in those areas. That rain then spreads to the north as our potent plains storm system comes together.
Chris Bailey’s forecast: Tracking two bigh storm systems
Heavy rains continue to work across the region today, bringing the potential for high water issues. This is the first of two systems to impact the region. Today’s rainfall comes in waves and may even include some thunder. A general 1″-3″ of rain is likely for much of central and eastern Kentucky through tonight. General flooding and river flooding could become an issue. I will get your tracking tools in a bit.
Chris Bailey’s forecast: Winter weather before the flood threat
We have another massive storm system moving into the bluegrass state, bringing some winter weather and a whole lot of rain. This is the first of two storms set to impact our region through the upcoming weekend. This first system moves in this evening and goes through Wednesday night. It likely brings another 1″-3″ of rain to the region. A Flood Watch is already out for just about all of Kentucky. Read more on Chris Bailey's Kentucky Weather.
Chris Bailey’s forecast: A lot more rain for the week ahead
This President’s Day features much colder air and a few snowflakes dancing about the sky. This pattern is not going to be the dominant one of the week as rounds of heavy rain return. This will cause the flood risk to increase in the coming days. Let’s begin with today and roll forward. Highs may not get out of the 30s for many, as clouds spit out a few snow showers or flurries. From here, the pattern turns very active with two big systems targeting a lot of real estate with heavy rains.
Chris Bailey’s forecast: Heavy rain threat over the next week
We have another system rolling across the region today, bringing a brief mix and some rain. This kicks off another very busy setup that can lead to additional high water issues. Today’s stuff may start as a touch of a mix very early today, but showers quickly take over. Heavy rain is possible in the southeast and that may cause a few local high water issues. As this system works by, colder air filters back in and may bring a few flurries on Monday.
Chris Bailey’s forecast: Some sweet weather before winter changes
On this Valentine's Day, we are dealing with a pretty sweet forecast. Mild temps and dry conditions will carry us through the afternoon before changes move in. Those changes could bring some winter weather back to Kentucky. Let’s begin with Valentine’s Day and roll forward. Temps will be deep into the 50s and may hit 60 in a few areas. This happens on a strong southwesterly wind that can crank to 40mph at times. With the wet ground, a few trees may be knocked down.
Chris Bailey’s forecast: A little winter weather showing up
We have a small break in the active weather pattern, but that’s not going to last long. A return of the busy setup is on the way later this week and that’s going to carry us through next week. But, there’s a twist. Instead of only rain, we have winter weather chances also showing up. Let’s begin with today and roll forward. Highs range from the upper 30s to low 40s with a gusty wind making it feel colder, but things are going to be dry.
Chris Bailey’s forecast: High water threat continues
It’s another day of heavy rain rolling across the region, keeping our flood threat going into the afternoon. After this blows through, gusty winds usher in a small taste of winter weather tonight. A Flood Watch continues in effect for many areas through the afternoon. Several warnings are also out across the region. Minor to moderate flooding is forecast along many points along the Ohio. Read more on Chris Bailey's Kentucky Weather blog.
Chris Bailey’s forecast: Flood threat increases
Rounds of heavy rain continue to target the region over the next few days, bringing an increased threat for flooding. This continues to be part of our hyper-active pattern that will soon begin to trend colder and colder. A Flood Watch continues in effect for much of the state through Tuesday. This continues to look like a general 1″-3″ rainfall in the east, with 2″-4″ of rain for much of western and central Kentucky. Read more on Chris Bailey's Kentucky Weather blog.
Chris Bailey’s forecast: A wintry mix before another flood threat
e have a bit of a wintry mix moving in today, but it’s the heavy rain behind it that will wind up stealing the show. Several inches of rain may fall through Tuesday, leading to an increased threat for flooding. Today’s wintry mix will be in the form of freezing rain, rain and a touch of snow. It’s the freezing rain that may put a little icy glaze on area roads. That would be enough to cause travel issues to develop, so keep that in mind if you’re on the roads.
Chris Bailey’s forecast: Flash flood watch
Rounds of showers and thunderstorms are rolling across the state and will put down a ton of rain. This will lead to the increasing threat for high water issues through Thursday night. For this reason, much of the region is under a Flood Watch. Areas not in that watch need to also be on guard for some high water issues as the axis of heaviest rain continues to focus a little farther south. The new GFS is showing enough rain to cause some big issues. Read more on Chris Bailey's Kentucky Weather blog.
Chris Bailey’s forecast: A wild weather ride
Mild and wild is a good way to describe the weather pattern of the next few days. Temps will head toward record highs before crashing back to winter a few hours later. In between, a lot of rain looks to fall. Isolated showers and storms will be noted today, as temps hit the 60s for many. The front moving in today has a monster temperature gradient along it. Spring air is ahead of it with bitter cold behind it.
