1. Introduction The Norwegian maritime industry, encompassing both shipbuilding and ship-repair, is a critical sector for Norway’s economy, yet is increasingly strained by severe labor shortages. With an employment rate of 69.7% as of early 2023, Norway ranks among the EU/EEA countries with the highest workforce engagement; however, these statistics mask a growing issue of skill shortages in high-demand sectors (EURES, 2023).
