Introduction Fisheries are in crisis in many countries around the world. In response, and to exercise their rights under the United Nations Convention on the Law of the Sea (UNCLOS), governments have often instituted rules of access to their waters, including through restrictions favoring domestic fishing vessels against foreign ones (Hanich et al., 2010; Foley and Mather, 2019).
