Article VIII of the Alaska State Constitution requires the legislature to manage natural resources on state-owned land and water “for the maximum benefit of its people.” In developing the two major oil basins of Alaska — the North Slope and Cook Inlet — the state pursues this requirement by seeking high bids at regular lease sales. But what to do about developing natural resources in other parts of the state, areas without existing development to serve as a benchmark for pricing?

My own memory lane

This is my 100th monthly column for the Chronicle, and I’m going to risk a little autobiographical reflection. If I promise not to make it a habit, I hope you’ll indulge me. As a freshman at Pitt in the fall of 2000 into the spring of 2001, I took many night classes at Wesley W. Posvar Hall. The enormous Brutalist structure from the early 1970s had been renamed a year earlier. “Forbes Quadrangle” still adorned campus materials. I had a routine.

Meat out of the pot

If you want to see abundance, there is an incredible photograph of the Lechem Aniyum Society. In a large room, likely the basement of the old Beth Jacob synagogue in the Hill District, six people stand between benches lined with newspaper. The benches are packed with overflowing bushels of leafy produce and piles of gorgeous challahs. The photograph is dated Dec. 27, 1936.
