1 Introduction With the rapid growth of the Internet, image data now occupies substantial storage space in data centers. For example, Tencent QQ, China's largest instant messaging platform, reported in 2017 that its image storage reached 300 PB, with 300 million new photos uploaded daily Chen et al. [1]. To reduce storage demand, images are often compressed (e.g., the JPEG format provides a compression ratio of about 10:1 with minimal quality loss Reinsel et al. [2]).
