Even when policies are well-designed, governments in both developing and developed countries frequently struggle with effective implementation, resulting in less than optimal economic outcomes (Dincecco 2017, Evans and Rauch 1999, Acemoglu et al. 2005, Besley and Persson 2009, Dincecco and Katz 2016). Unsurprisingly, there are widespread calls to strengthen state capacity for implementation: doing so effectively requires an evidence-based approach (Andrews, Pritchett, and Woolcock 2017).

A fake data dashbaord on a computer screen illustrates that despite collecting more data than ever before, governments in LAC underuse data for analytics. For example, data on prices of procured goods lay dormant on a data server, rather than being actively analyzed to estimate and set prices in tenders. Enabling government analytics, the use of data to inform policymaking and improve the functioning of government, requires an institutional approach.

Los Datos propician una mejor gobernanza, al garantizar que los tomadores de decisión y la ciudadanía tengan acceso a información precisa y en tiempo real para la formulación e implementación de políticas (Rogger y Schuster 2023).
