Key Findings ROMANCER adds to a decades-long canon of nuclear escalation modeling. It is inspired by the 1970s RAND Strategy Assessment System model but is far less focused on a detailed operational picture and is instead centered on the cognitive and social-emotional component of nuclear actor interactions. ROMANCER is not designed to predict the responses of specific leaders or the outcomes of specific scenarios.

The research was sponsored by Air Force Global Strike Command (AFGSC) A5/8 and conducted by the Strategy and Doctrine Program within RAND Project AIR FORCE. This publication is part of the RAND tool series. RAND tools include models, databases, calculators, computer code, GIS mapping tools, practitioner guidelines, web applications, and various other toolkits and applied research products.

Key Findings The 5G ecosystem offers technologies that could support diverse operational concepts to defend allies. Time difference of arrival (TDOA) techniques comprise a particularly prompt and effective way to locate and target air defense radars. Each of the concepts evaluated in this report, with the exceptions of using smart roads or smart dust, are ready for field experiments at scale.
