Good morning and welcome to the first day of hurricane season. A storm is indeed taking shape in Florida policymaking. Lawmakers are back in Tallahassee today for a special session aimed at putting a ballot question before voters to gradually eliminate property taxes on primary homes. There's a lot of uncertainty ahead. Lawmakers had only the weekend to think over a proposal from Gov. RON DESANTIS that would drastically overhaul how local governments and school districts are funded.

DeSantis’ effort to overhaul property taxes will be likely be his last substantive policy push during his eight years in office. But he has two potential obstacles: The governor must convince a supermajority of the Legislature to place the item on the ballot, and then he must sway 60 percent of those voting in November to approve the tax cut. DeSantis has been openly feuding with Republicans in the state House that he must now rely on to put the measure before voters.

Florida judge refuses to block new congressional map that could net 4 seats for GOP Original

The judge contended one reason to keep the new map — which was passed late last month by the GOP-controlled Legislature — was to avoid confusion ahead of the upcoming elections. Qualifying for congressional and state elections takes place the second week of June, and the primary will be held on Aug. 18. “The election machinery of the state is already underway,” Hawkes wrote. “The primary is less than three months away, and the general less than six months.
