The systems that shape our world — financial rules, sanctions regimes, international policing networks — are supposed to prevent abuse, promote accountability and protect the public. Our reporting in 2025 showed how often they don’t — and who pays the price when they fail. Across investigations that spanned continents, ICIJ and its partners found that the harm we exposed didn’t come from broken systems alone. In many cases, ordinary processes worked exactly as intended.

April 3 marks a double anniversary in ICIJ’s calendar: while some may know it as the date the Panama Papers exploded on front pages and TV screens around the world in 2016, it’s also the date that ICIJ’s original tax haven investigation — Secrecy for Sale, or Offshore Leaks as it quickly became known — first hit the newsstands back in 2013.

For many in the industry, the unique challenges of the past few years forced us to become innovative to achieve our mission. In some cases, news outlets cut jobs and slashed budgets — often to the detriment of costly and time-intensive investigative reporting projects.
