Discussion This review sheds light on various definitions and criteria used by different countries and stakeholders, provides deeper insights into different elements, promoting the development of strong criteria and facilitates policy dialogue. The present analyses revealed inconsistency in definitions; regional disparities in RD occurrence range from approximately 5000 to 800024; and various terminologies and criteria used to define RDs, ODs and their subtypes.
