Professor Gillian Leng was appointed to lead this review. Professor Greenhalgh’s systematic review, published 7 March 2025 has been formally submitted to the Leng review where it will be considered in full.

(Why healthcare needs rebels, BMJ 2021; 375 doi: https://doi.org/10.1136/bmj.n2559). Radical or not, NICE has always applied a thorough and robust approach to assessing the clinical and cost effectiveness of technologies [1].

Achieving high-quality care: a view from NICE
The National Institute for Health and Care Excellence (NICE) was established in 1999 to provide evidence-based guidance. The task of producing guidance by reviewing primary research data and using an advisory committee to develop evidence-based recommendations, is not straightforward. Guidance production is, however, less challenging than the task of putting evidence-based recommendations into practice.
National commitment to shared decision making
NICE and NHS England are working with the Shared Decision Making Collaborative to encourage shared decision making in England.1 The collaborative, established in 2015, brings together over 40 individuals and organisations with a commitment to work to promote shared decision making in UK health systems, drawing on national and international expertise.
