Editor’s Note: Today’s post is by Glenn Hampson, Mel DeSart, and Rob Johnson. Glenn is the Executive Director of the Science Communication Institute. Mel is Head of the Engineering Library at the University of Washington. Rob is Founder and Director, Research Consulting. Regular readers of The Scholarly Kitchen understand that the scholarly communication landscape is a dense thicket of stakeholders, disciplines, perspectives, goals and solutions.
Common ground in the quest for open research
It’s hard to envision a system more global and integrated than research. For this reason alone (and there are many others), global approaches are needed when we talk about “reforming” research, particularly with regard to making research more “open.” The first step in this process isn’t to start pushing specific “solutions” —which is the typical course of action in this space—but to develop a better understanding of how the global research community’s needs and interests overlap.
Common ground in the global quest for open research
It’s hard to envision a system more global and more integrated than research. Many stakeholders affect and are affected by changes in the research ecosystem; the ecosystem differs in significant ways across the globe and between researchers, institutions and fields of study; and there are many questions that exclusive action can’t address. There are also broad ecosystem-level questions that need answering. For these reasons alone, global approaches to reform are needed.

Policy Perspective 1: Plan S and the Quest for Global Open Access
Glenn Hampson Science Communication Institute http://orcid.org/0000-0002-5460-0250 Abstract Plan S is an ambitious, EU-based effort attempting to accelerate the global transition to open access. While this plan isn’t the only one trying to improve open, or the first, it has generated much interest and discussion. Some in OSI support Plan S as written. Others support it with minor changes. Still others support the plan but with major changes, or the idea of Plan S but not this plan.

The intiative is a 10-year series of annual meetings. The following dialogue is adapted from the listserv of the Open Scholar Initiative (OSI) and is intended to broaden the reach and transparency of the conversation. I’m sure you’ve all seen this, but if not, pretty dramatic.
