ABSTRACT Expanding participation of marginalized groups within decision-making could help address environmental injustice and increase equity. We assess the potential and challenges of expanded engagement by examining community steering committee (CSC) processes of three communities in the San Joaquin Valley participating in California’s Assembly Bill 617 program to engage local stakeholders to mitigate pollution hotspots.

As warehousing spreads across the Inland Empire, San Joaquin Valley, Southern California and elsewhere, it presents a new version of an age-old problem: How can regulators enforce regional air quality standards under the Clean Air Act while at the same time reduce effects at the neighborhood scale?

Abstract This article presents the findings of the People’s Tribunal on Pesticide Use and Civil Rights (Lindsay, California, September 2023) which provides a nuanced account of the mechanisms by which the state perpetuates/organizes limited response to environmental harms.
