After 13 years, Texas and New Mexico have finally reached a settlement in a Supreme Court case over Rio Grande water management. Now comes the hard part. Texas sued New Mexico in 2013, arguing that its upstream neighbor was hogging water on the river that millions depend on for irrigation and drinking water.

After more than half a century of federal protections, the Trump Administration on Tuesday announced a proposal to return management of grizzly bears in the Lower 48 to the states. Secretary of the Interior Doug Burgum, flanked by governors Greg Gianforte of Montana, Mark Gordon of Wyoming, and Brad Little of Idaho, heralded the new rule at a press conference in the heart of grizzly country north of Yellowstone National Park.
