Imagine a un médico que, ante un paciente con un cáncer tratable, se limita a recetar morfina. Nadie lo acusaría de crueldad: aliviar el dolor es necesario. Pero sí de negligencia, porque nunca atacó el tumor. En medicina la diferencia entre prevenir y paliar es evidente.

Abstract This critical review analyses road pricing as a pivotal instrument for governing urban polycrises—the convergence of climatic, social, technological, and fiscal shocks. By evaluating seminal theories from Pigou, Vickrey, and Smeed alongside Singapore’s Area Licencing Scheme, this study identifies the limitations of classical models amidst current mobility disruptions.
