MANILA, Philippines — Official Senate records show that the Philippine Senate has a precedent of recognizing a 12-member quorum to conduct official business, Senate President Pro Tempore Win Gatchalian revealed. Citing official Senate journals from 2008 to 2020, Gatchalian said previous Senate traditions support the validity of a 12-member threshold when the active membership of the chamber fluctuates, addressing doubts over recent legislative proceedings.

Gatchalian orders Senate work-from-home amid reported threat

MANILA, Philippines — Senate President Pro Tempore Sherwin Gatchalian has authorized Senate employees to work from home from Wednesday, June 10, to Thursday, June 11, after the National Bureau of Investigation relayed information about a possible security threat. In a memorandum, Gatchalian said the work-from-home arrangement would allow security assessments, inspections and other precautionary measures to be carried out within the Senate premises.
