ABSTRACT In 2003 the Indian Parliament enacted the Fiscal Responsibility and Budget Management Act (“FRBM Act”). Since then, the union public finance has largely deviated from the strictures of the law. Was it poor drafting of the statutory escape clause in the FRBM Act that led to these deviations? We demonstrate that this is not a correct diagnosis.
