1 Introduction In modern optics, dielectric metasurfaces (i.e., 2D arrays of resonant building blocks) offer a compact strategy to control the properties of light beyond what is possible with flat surfaces [1, 2]. Typical applications include ultra-thin metalenses [3], metamirrors [4], polarization converters [5], sensitive bio and chemical sensors [6], efficient nonlinear generation and control [7], photovoltaics [8, 9], and nanolasers [10, 11], to name a few.

Abstract Dielectric metasurfaces can achieve strong light-matter interaction based on several types of collective (nonlocal) resonances, such as surface lattice resonances (SLRs) and quasi-bound states in the continuum (quasi-BICs). Spectral selectivity, field enhancement, and high and controllable Q-factors make these resonances appealing for technological applications in lasing, sensing, nonlinear optics, and quantum photon sources.

We present a general multipole mechanism based on the lattice anapole effect leading to the excitation of high-Q resonances in dielectric metasurfaces with the simplest unit cell (i.e., a unit cell with inversion symmetry containing only one nanostructure) and irradiation conditions (i.e., normal incidence).
