But it is also an odd book which, in the end, does not always convince. Partly this is due to its privileging of breadth over depth. There is no questioning the book’s impressive reach. The US, Canada, Taiwan, Brazil, India, Russia, China, New Zealand, France, Germany, the UK, and the European Union are all packed into its 320 pages.

Last week, a German man was fined 30 daily income units for calling Chancellor Friedrich Merz a “Lying Fritz” on Facebook. He was not alone. When the Heilbronn police published a Facebook post in October 2025 announcing the chancellor’s upcoming visit, some 400 comments rolled in — many mocking Merz, by then unpopular for breaking a string of campaign promises. He was subjected to such indignities as “Ftzn Frieder” (roughly “c**t Freddie”), “Pinocchio,” and “Lackaffe” (”pompous fool”).

At this year’s Munich Security Conference, European Commission President Ursula von der Leyen stressed Europe’s “long tradition in freedom of speech.” Then she drew a redline. “We are very clear with digital sovereignty . . . that what is forbidden offline is forbidden online,” she added. Von der Leyen’s maxim would have sounded foreign to the continent’s leaders just over a decade ago.
