There’s not much that the federal government can do to make housing less costly; most of the action must be at the state and local levels. But there are a few areas where federal regulations or guidance, backed by subsidies, make housing development more expensive or difficult. One such area comes out of the National Flood Insurance Program (NFIP). The NFIP insures property owners against the risk of catastrophic loss from flooding.
