Parking ‘breaks’ costing city

In reference to the article on parking in center city I would like to add this. Business owners are looking for discounted or free parking to bring more customers to their business. There is a lot of discounting going with parking. I received a ticket recently. I had gone to City Hall to pay my fine just before they closed and I waited in line. A girl stated at the window she was a student at the academy and the clerk told her not to worry about the ticket.
