1 Introduction The IEA Global Energy Outlook [1] analysis indicates that while coal demand decreased in 2020, it rebounded to record levels in 2021, but production could not keep up with this growth. In 2022, the Russia–Ukraine conflict broke out. Sanctions from the United States and EU countries explicitly embargoed Russian coal, and coal exports from the Russian Federation were restricted, further raising coal supply risks.
