Discussion To the best of our knowledge, there are few empirical studies on the construction of a public cultural service system in China, and few quantitative studies have been devoted to the role of market forces. What is even more serious is that, so far, the academic community has focused on the issue of lake complexity thinking, separating the roles of government and market, making it an oversimplified and idealized either/or situation.
