Virtually every weekday, two batches of immigrants who have been held for months in federal custody are released directly onto the streets of downtown Bakersfield. Some have criminal backgrounds and can’t speak English. Many have little or no money, no phone and no friends or relatives in California. Federal authorities give them a bottle of water, an apple and a sandwich, then point them to the nearest bus station and train depot — and off they go.

Fong, Valadao throw cold water on state plan to rework flows from delta

Two locally elected congressmen jumped Thursday into one of the Central Valley's most contentious water issues, saying a proposal released by the state last month "moved the goalposts" set up four years ago in an agreement governing water flows south from the Sacramento-San Joaquin Delta. Reps. Vince Fong and David Valadao issued a news release accusing the State Water Resources Control Board of walking away from the agreement they said was based on science and struck in good faith.
