I’ve been a journalist focused on the public interest for 30 years. Right now, I’m the editor in chief of the Bulletin of the Atomic Scientists, where I’m lucky enough to edit the world’s leading experts on nuclear weapons and energy, climate change and biological threats to humanity. I’ve also been a correspondent for the Columbia Journalism Review. In my last full-time gig, I was the head editor of Miller-McCune, a nonprofit national public affairs magazine (now known as Pacific Standard).

For decades, the United States and many of its Western and Asian allies have pressed Beijing to embrace greater transparency across multiple domains, including military modernization, strategic doctrine, and nuclear capabilities. Concerns regarding Chinese opacity long predate Xi Jinping’s rise to power and were already present in post–Cold War strategic dialogues and U.S. defense assessments during the 1990s and 2000s.

Transparency is an institutionalized mechanism that emerged primarily in the realm of arms control and disarmament. The implementation of military transparency is governed by international treaties and national regulations regarding the disclosure of domestic information. Military transparency is an essential element of confidence-building measures. In fact, such measures have long been a secondary aspect of arms control and disarmament negotiations.

US nuclear sharing in Asia and its implications for regional security

As one component of US extended nuclear deterrence (END) and defense commitments toward its NATO allies, the US started to deploy its tactical/nonstrategic nuclear weapons in Europe in 1954. Twelve years later, responding to European allies’ growing concerns over credibility of US nuclear assurance amid the perceived Soviet security threat, the United States concluded a nuclear sharing arrangement with other NATO member states.
